i've been hearing people say that they wanna have lighter eyes "without contacts or surgery", and my friends say there IS a surgery, and i'm like, WHAT could someone possibly do to alter your eye color?!!
care to shed some light on this issue?!!

It is the implantation of a ring of colored silicone over the iris.
I've never seen it done, but I try to stay out of the eye room.
