Is it legal for a medical doctor to sell prescription drugs labeled as samples?

More specifically, can the doctor claim and receive reimbursement for those drugs from an insurance company?
Answer:
a doctor shouldn't be selling you drugs at all. that's a major conflict of interest - only a pharmacy should be selling you the drugs.

that rule is specifically to prevent doctors from overprescribing medications. if a doc know he was going to make more money if he prescribed more medicine, he'd probably be prescribing a lot of unnecessary stuff, right?
